SBA: No way to limit the IVAS encoder to limited format (e.g. HOA3 -> FOA)

For SBA input, there is apparently currently no way to limit the input to the IVAS encoder to a limited Ambisonics order. For example: IN case the input-fmt is HOA3, for BS1534-4a and BS1534-4b, the IVAS encoder is limited to FOA or HOA2 input. This is currently not possible - sba_fmt doesn't work for IVAS conditions, and cod.fmt doen't change anything on the encoder.
