Set the agreed sets of IRs in P800-4,5,8,9 tests based on MCE selection process

The sets of IRs agreed during the MCE selection process shall be specified in the P800-4,5,8,9 tests in each category. Furthermore, in MASA tests (P800-8,9) the "FOA/HOA2" format shall be specified as well.
