Input and output folders for BS1534 tests do not need subfolders for categories

Currently, generate_test.py also creates subfolders for BS1534 test with categories (actually, only one category). This is only needed for BS1534-7a/b as there FOA and HOA2 input material is being used, for all other Mushra tests, no subfolders should be created.
