Delay of mono items for creating overlap during STEREO and SBA item generation is not applied correctly

There is a functionality in the item-generation scripts that allows delaying individual mono items to create overlaps between them. However, this functionality is currently not working as intended, and the shift times specified in the .yml file are not being applied correctly. Only SBA and STEREO item-generation scripts are wrong.
