Merged https://forge.3gpp.org/rep/sa5/MnS/tree/28.623_Rel16_0130_Correct_definition_of_additionalInformation. Due to the many differences it was easier to merge locally instead of gitlab. Additional changes: removing too long line, replacing tab charactes with spaces, adding missing revision statement.
