Audible chopping / windowing issue in MC 7.1+4 at 24kbps with JBM to BINAURAL

Bug description

Using LTV samples, audible chopping appears when decoding 7.1+4 input with JBM to Binaural output with BASOP. Chopping effect is present throughout the whole output. In float reference such issue is not present. Tracefiles are not identical, but BASOP output is clearly wrong. Other affected bitrates are at least 13.2kbps - 96kbps.

Issue visible in spectrogram, upper BASOP, lower float.
