OSBA 512 kbps: Differences in low-band

Bug description
For OSBA at 512 kbit/s, there are differences in the low-band of the SBA components: Several SBA components (e.g. 6, 8, 11, 13, 15 corresponding to audio channels 10, 12, 15, 17, 19) are almost completely zero. In the floating-point version, there is basically no content below 10 kHz, whereas in BASOP there are some leftovers.
