OMASA-4 at 192 kbps exhibits discontinuity

Bug description
As show below, the fix point decoder shows a discontinuity at 9.55s. The discontinuity is present in both channel. Even if the discontinuity is severe, its perceptual impact is relatively low given where this is happening in the signal.
