ivas_merge_sba_transports() misses 1/2 normalization

The codes in ivas-float-update branch in the BASOP repo is different from that in the main repo in that the codes in the main repo multiply the merged signal by 0.5 while those in the BASOP repo does not. This may cause unintended signal saturation/clipping.
