High MLD for ISM + FER + bitrate switching in WB

Bug description

Wave discrepancy with ISM +2 (extended metadata) with FER10% in WB, with bitrate switching, 32 kHz input.

The issue is not dependent on DTX or output sampling rate. It only occurs with extended metadata and bitrate switching combination.
