The task is to enhance the mode enforcement functionality under DEBUGGING by enabling users to write per-frame mode decisions from the FLOAT encoder (e.g., S/M classifier, core coder, stereo coder, BWE, etc.) into binary output files and subsequently read and enforce these decisions within the BASOP framework, and vice versa.
