Encoder crashes in complexity pipeline: SBA

Bug description

The instrumented encoder crashes for the following modes:

HOA3_b384_wb_cbr - Assertion failed: (0), function L_shl, file basop32.c, line 2590.
HOA3_b512_wb_cbr - Assertion failed: (0), function L_shl, file basop32.c, line 2590.

This might be the same problem as found for OSBA,see #1087 (closed).
