Address sanity bug causes crash on linux runners with ivas-float-update and newly added .prm file for encoder tests

In ivas-codec-pc/ivas-codec!1907 (merged), new .prm files were added for the encoder tests. One of the testcases triggers an error with ivas-float-update whcih was fixed already in the float repo: ivas-codec-pc/ivas-codec!1558 (merged). For now, the respective testcase is simply commented out. This needs to be ported before we can activate it again.
