Enable -force TCX10|TCX20 on the encoder command-line in DEBUGGING mode

The -force TCX encoder command-line option currently enforces the TCX20 submode by default. The task is to enhance this functionality by allowing the explicit enforcement of either the TCX10 or TCX20 submode.
