Energy bursts in BWE region for MDCT-stereo @80kbps FB

Bug description

There are sudden energy bursts in what seem to be IGF frequency tiles for this particular item as can be seen in the spectrogram:

It should be noted however, that in general the differences between the two signals for the frequency region above 10kHz is rather large.
