Assertion in acelp_core_dec_ivas_fx of BASOP decoder with OMASA LTV bitstream from BASOP encoder

Bug description
There is an assertion on the BASOP decoder side in frame 4463 when using BASOP encoder bitstream generated from OMASA LTV input. Stack trace is following:
Ways to reproduce
Use the command lines below with BASOP encoder and BASOP decoder. Note that this does not happen if either one is float reference version.
