Energy leakage in IGF tiles for MDCT-stereo @64kbps SWB

Bug description

There is an energy leaking to subsequent frames in IGF bands from 10-12kHz for item am1aa1s09 that cause the onsets to have different timbre. This can be seen for many onsets. An examples shown here for timestamps 0.520 sec and 1.600 sec

appart from that there are serious noise filling differences between the two versions, this is something observed throughout most of the files reported.
