Spectral holes for noisy item for MDCT-stereo @48,64 FB

Bug description

For the noisy item am1aa1s15 there are spectral holes throughout the whole item and the whole spectrum that cause serious audible degradation as can be see by comparing float to BASOP Float

As can be see there is an attenuation for spectrum band 8-9 kHz (see also below)
