Assert in stereo_dft_generate_comfort_noise_fx of BASOP decoder with BASOP MASA DTX bitstream at 32 kbps

Bug description

The BASOP decoder produces assert in frame 645 when fed with a bitstream from BASOP encoder using MASA input generated from selection test material. Bitrate is 32 kbps and DTX is enabled. The stack trace is here

Box folder: ...\Box_EXTERNAL_IVAS_BASOP_VERIFICATION\issues\issue-1218

Use the command lines with the material from Box. Note that this only happens with combination of BASOP encoder + BASOP decoder.
