crash in BASOP encoder ParamISM in stereo dmx

Bug description

The BASOP encoder crashes in a division called from ivas_param_ism_stereo_dmx_fx. The problem appears with sample rates other than 48 kHz, with and without DTX, and with all bandwidth settings.
