BASOP encoder OSBA 256 kbps: broken signal envelope

Bug description

The output signal exhibits strong differences between the two encoders. BASOP output is completely broken in this case. I suspect that there is a connection with the very high signal levels and the strong correlation between the channels in this test item. There could be a connection with the downmix scaling issue. These items were made to test the worst case signal amplitude.
