Decoder: Click artifact for Stereo to Mono Decoding

Bug description

Decoding the attached bitstream (DTX, bitrate switching, DMX to mono) with the BASOP decoder results in a severe click-artifacts at 18.6s (frame 930). See the following screenshot:

BASOP:

The issue can't be seen for the floating-point decoder.

When decoding to stereo, no click can be found.
