different core bitrate allocation for MASA

Bug description

in masa configuration, the bit allocation is often different and seem less granular for the fixed point compared to floating point

In the figure below (64.7-70.8s), element_mode is the same for both float and fixed

• input left signal
• input right signal
• float core_brate
• fixed point core_brate
• difference in core_brate
