Discontinuity on the first frame for stereo at 48 kbps

Bug description

The fixed point code exhibits a discontinuity during the encoding of the first frame left channel, this is not present for the floating point. While the input signal has a lot of saturation, this difference between float and fixed point happens only at 48kbps.
