Assert in ivas_dirac_dec_binaural_determine_processing_matrices_fx in BASOP decoder with LTV MASA bitstream and VOIP enabled

Bug description

There is an assert in frame 1966 for the given bitstream in rendering of BASOP decoder. Looks like a sqrt of a very negative value.
