Stereo Encoder 13.2 kbps: Wrong Classification for Noisy Content on LTV

Bug description

For 13.2 kbit/s, the noise portion in the LTVs from 0:38.3 - 0:40.3 (left channel) seems to get classified differently between BASOP and Float encoder. The issue is also visible at 16.4 kbit/s, but not at 24.4 kbit/s.

BASOP:

It sounds as if for BASOP one of the transform cores (HQ?) is selected, and it sounds significangtly worse than in Float.
