Stereo at 24.4kbps SWB: Plop artifact and strongly degraded section

Bug description
When coding the SWB stereo LTV signal at 24.4kbps, the section between 0:43.0 and 0:46.0 is quite degraded in BASOP wrt the float reference. There is a plop happening at 0:43.421 and the shaker signals sound much sharper and there is spatial unmasking (at the shakers and when the guitar starts at about 44.6s.
There are some suspicious empty blocks visiable in the spectrogram in the BWE region. The later part with the guitar sounds looks like it has difffering core selection.
Classifying as block due to the click/plop artifact, but also the rest has quite some quality impact.
