Stereo LTV signal at 24.4kbps and 32kbps: Modulated noise in BWE region for one-sided signal

Bug description

Coding the LTV SWB stereo signal at 24.4kbps or 32kbps produces some modulated noise in the BWE region at the signal starting at 0:41.6 which is in the right channel only. The high-freq backgound noise present in the signal is equally spread out between ~8 and 14 kHz which is preserved in the float codec, but the BASOP codec seems to get the energy wrong and has more noise energy betweeen 12 and 14kHz which also sounds somewhat modulated.

There are a few other BWE tickets already opened which might affect this, so this should be checked afterwards.
