Unified Stereo at 13.2kbps: Noise artifact in BASOP encoder for LTV 16kHz signal with DTX on only

Bug description
Running stereo 13.2kbps with and without DTX produces some different artifacts. It is in general expected that DTX on and off at the same bitrate is not BE for the actively coded parts as some values are updated differently with DTX on.
The artifact occurs very late in the signal at 3:21.24. It can be that this is the same issue as in #1401 (closed) and it just occurs more often/at other places with DTX on. Thus, this should be checked only after #1401 (closed) is resolved!
In the float reference, the artifact does not occur, both with and without DTX.
