Unified Stereo @32kbps FB: Click/plop artefact in actively coded segment that only occurs with DTX

Bug description

When coding the 48 kHz stereo ltv signal at 32bps with DTX on, there is a click occurring at 2:51.14. The click does not appear in float and also not when coding the signal without -dtx.
