Assert in generate_masking_noise_dirac_ivas_fx of BASOP decoder when fed with MASA bitstream from BASOP encoder

Bug description

An assert happens in frame 2157 in BASOP decoder when fed with a bitstream from BASOP encoder. This does not happen when either one is float.
