BASOP encoder: W channel sounds dull and distorted in OSBA at 48 kbps with the LTV

Bug description

The W channel in the EXT output (and consequently the other Ambisonics channels) wound dull and distorted at around 7 s. The spectrogram shows missing HF energy and different features. Shown are float (top) and BASOP (bottom).

As usually, the encoder is the fixed- in comparison to the floating-point. The decoder is always the floating point.
