ParamMC Encoder: Missing energy for BASOP in 10kHz region

Bug description

The decoded version of the BASOP bitstream has audibly lower energy in the 10kHz region and looks like a bug.

The Left (1) and Right Surround (6) channels show spectral holes in this region compared to the float reference at 1:00 onwards in the LTV:
