Stereo Encoder 32 kbps: More rattling artifcats in 16 kHz LTVs

Bug description

This is a follow-up from #1387 (closed): Even after applying !1367 (merged), there is still one spot left where these rattling/framing artifacts occur, namely 2:51.2 - 2:52:0.:

Again, this seems to be related to 16 kHz processing only - resampling the input file to 32 kHz doesn't show the problem!
