Issue with VAD sensitivity in SBA DTX mode at 48 and 80 kbps

Bug description

VAD seems too sensitive at 48 and 80 kbps SBA DTX.

short CNG burst in FX near 3.5 sec. In float it blends into the voice that comes after. In fixed a blip of noise can be heard
