Increased noise in 6-14 kHz range with ParamBin rendering of MASA to STEREO using BASOP decoder

Bug description

Using 1 TC MASA and DTX encoding from float encoder via FER insertion to BASOP decoder. This produces significant bandpass noise in 6-14 kHz region as shown in the figure below

Also happens with BASOP encoder. Does not happen with BASOP encoder + float decoder. This STEREO output but with MASA, this is handled by the same ParamBin renderer as binaural output.

Notably, the MLD of this effect is just 5.4 so it is not too high even though just over the limit we have selected for decoder.
