MDCT BW detector not working for MCT with BASOP decoder

Bug description

It seems that for this particular item the MDCT bandwidth detection is not triggered when using the BASOP decoder. As can be seen in the following spectrograms (7.1 signal that is binauralized):

Float:

BASOP encoder with float decoder

Additionally the bandwidth extension noise level is apparently quite higher than float.
