BASOP decoder asserts in ivas_hq_phase_ecu_fx with OMASA FER bitstream from BASOP encoder

Bug description

There is an assert in BASOP decoder with fed with a BASOP encoder OMASA LTV bitstream through FER injection. Interop (either direction) does not crash.
