BASOP decoder asserts in ivas_dirac_dec_binaural_determine_processing_matrices_fx with MASA BASOP encoder bitstream using rate switching and VOIP

Bug description

There is an assertion in BASOP decoder when fed with MASA LTV bitstream from BASOP encoder. There is also rate switching and VOIP involved. This assert happens in same place as was with fixed issue #1509 (closed) so these could be related.
