lib_enc/ivas_cpe_enc_fx.c: remove pop_wmops in ivas_cpe_enc_fx().

Some pop_wmops() were added prematurely to ivas_cpe_enc_fx() (See issue #1543 (closed) )

Those changes need to be reverted.
