Peculiar diff signal and higher MLD for MASA LTV with FER and 16 kHz output to MONO

Bug description

There is a bit peculiar diff signal for MASA LTV with FER and output to MONO. The example case is the worst in MLD (9.6) and has 16 kHz output. It seems also that worst MLD for this operation mode combination is with float encoder and BASOP decoder.
