Somewhat high MLD for BASOP encoder with MASA format rate switching using selection test item

Bug description

When testing BASOP encoder, there was one rate switching case for selection test MASA that has higher MLD scores (above 17) than many other similar cases. The spectrogram shows almost constant diff but no clear specific indication what is happening. As this is MASA EXT output, the spectrogram is from the transports.
