Issues with McMASA BWE for 13.2kbps with +10dB input level

Bug description

There are various differences for BWE for MC input 5_1 with input level +10dB. They seem to be coming from different BWE decisions in various frames. Two examples are listed here:

There are noise bursts in the BWE starting from frame 1.260 sec for 7kHz-8kHz:
