ParamISM4 at 32kbps EXT Decoder output at 16kHz is zero

Bug description

Decoding a ParamISM bitstream to EXT 16kHz results in completely zero output. This is not the case for 32 or 48kHz. ISM metadata output is written correctly.

EDIT: This seems to only occur so far for this particular testvector.
