strong overshoot in the BWE at 13.2 kbps (16kHz in 16kHz out)

Bug description

This has been found when looking at #1317. When the item is encoded and decoded at 16kHz, there is a strong overshoot in the BWE at around 3.77s. It happens only once, but the subjective impact is huge.
