Regression, spike in BASOP decoder MASA LTV at 64 kbps and 16 kHz input

Bug description

There is now a high noise spike cause by BASOP decoder with the provided commandline. See figure below. MLD is also at 45. This could be regression cause by fix for issue #1348 (closed). This shows in the transport signals as this is EXT output.
