high differences in SBA transport channels in low-BR OSBA

Bug description

With this specific input signal, the CPE seems to introduce high differences in the SBA transport channels between the float and basop encoders. The differences are clearly visible in the W channels of the output and other channels. I traced the source back to the CPE. Before the CPE there are only very minor differences between float and BASOP. After the CPE the differences appear.
