[regression-merge] LTV MASA 2TC 16 kHz in 48 kHz out at 64 kbps has a spike in main-pc

Bug description

This case has very minimal difference in main (with ivas-float-update as encoder) compared to ivas-float-update. In main-pc, there is a spike at 57 seconds, see below

This is clearly not intended.
