SBA PLC Decoder: Big diffs between Float and BASOP

Bug description

For decoding the attached bitstream, there are very big differences between IVAS float and BASOP decoder. I suspect this happens during PLC and I'm not sure whether it's audible, but it makes the comparison between float and BASOP really difficult.
