SBA output band-limited at 256 kbps with 714 output

Bug description

With BS1534-5 "****s12.wav" input rendered to 714 output. The output with BASOP (characterization tag branch) seems more band limited as compared to corresponding float branch.

Similar issue is not observed when rendered to FOA or BINAURAL.
